ary</span></h1>

<p class=3DMsoNormal><span lang=3DEN-NZ>The Agreement signed at the Six Par=
ty Talks
in <st1:place w:st=3D"on"><st1:City w:st=3D"on">Beijing</st1:City></st1:pla=
ce> on
13 February was a bit of a surprise, but much less so than that caused by t=
he
Joint Statement of 19 September 2005.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>In 2005 there seemed to be no likelihood of a consensual acceptance =
of
the Chinese draft statement.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>However, according to the New York Times, <st1:country-region w:st=
=3D"on">China</st1:country-region>
threatened to announce publicly that the <st1:place w:st=3D"on"><st1:countr=
y-region
 w:st=3D"on">US</st1:country-region></st1:place> was isolated in its refusa=
l to
accede, and that threat, combined with the lack of intervention from Dick
Cheney seems to have carried the day. However, the Joint Statement immediat=
ely
seized up, partly because both the DPRK and the <st1:country-region w:st=3D=
"on">US</st1:country-region>
differed on their interpretation of the statement's deliberate ambiguities,=
 but
mainly because the <st1:country-region w:st=3D"on">US</st1:country-region>
applied pressure on the Banco Delta Asia [BDA] in <st1:place w:st=3D"on">Ma=
cau</st1:place>
to freeze its DPRK accounts on unsubstantiated accusations of money
laundering.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The amount involv=
ed was
small, only $24 million, but the impact on the DPRK was serious because of =
the
knock-on effect, with other banks being frightened to have commercial deali=
ngs
with the DPRK. <st1:place w:st=3D"on"><st1:City w:st=3D"on">Pyongyang</st1:=
City></st1:place>
withdrew from the Six Party Talks, saying it would not return until American
financial sanctions were lifted. </span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>Evidence suggests that the money la=
undering
affair was spurious. Certainly, the <st1:place w:st=3D"on"><st1:country-reg=
ion
 w:st=3D"on">US</st1:country-region></st1:place> actions were disproportion=
ate to
the amounts of money allegedly involved.<span style=3D'mso-spacerun:yes'>&n=
bsp;
</span>The BDA episode has turned out to be an embarrassment with companies
such as Hyundai, with its tourism venture and the Kaesong Industrial Comple=
x,<span
style=3D'mso-spacerun:yes'>&nbsp; </span>and British American Tobacco, whic=
h has
a factory in DPRK, laying claim to a substantial part of the $24m. It is cl=
ear
from the timing that the financial sanctions were above all an attempt to
derail the talks and in that they were successful for over a year; President
Roh Moo-hyun noted that the BDA action ensured that the &#8220;September 19=
<sup>th</sup>
agreement was buried before it was born&#8217;.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>It was the tortuous, and essential=
ly
bilateral negotiations, between <st1:country-region w:st=3D"on">America</st=
1:country-region>
and <st1:country-region w:st=3D"on">North Korea</st1:country-region> in <st=
1:country-region
w:st=3D"on">China</st1:country-region> in October and December 2006, and th=
en in <st1:place
w:st=3D"on"><st1:State w:st=3D"on">Berlin</st1:State></st1:place> in Januar=
y 2007,
which suggested that a tentative deal would be struck in February.</span></=
p>

<p class=3DMsoNormal><span lang=3DEN-NZ>Other indications were present as
well.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The administration&#821=
7;s
setback in the mid-term elections led to the resignation of Rumsfeld and the
withdrawal of <st1:place w:st=3D"on">Bolton</st1:place> from the UN. More
telling, perhaps, than these casualties was the resignation of another lead=
ing
hardliner, Robert Joseph, in January. President Bush, in his State of the U=
nion
address made an emollient reference to </span><span style=3D'mso-ansi-langu=
age:
EN-GB'>&#8216;intensive diplomacy to achieve a <st1:place w:st=3D"on"><st1:=
PlaceName
 w:st=3D"on">Korean</st1:PlaceName> <st1:PlaceType w:st=3D"on">Peninsula</s=
t1:PlaceType></st1:place>
free of nuclear weapons&#8217;, a long cry from the vitriol of the Axis of =
Evil
speech in 2002.<o:p></o:p></span></p>

<p class=3DMsoNormal><span style=3D'mso-ansi-language:EN-GB'>Pyongyang had =
stressed
that it would not return to the talks until the financial sanctions were li=
fted
but in the event there was </span><span lang=3DEN-NZ>compromise </span><span
style=3D'mso-ansi-language:EN-GB'>and the talks were resumed, first in Dece=
mber,
and then in February, under a private understanding that they would be lift=
ed
under some face-saving mechanism by which the US would &#8216;wrap up its
investigation&#8217;. It remains unclear whether the <st1:place w:st=3D"on"=
><st1:country-region
 w:st=3D"on">US</st1:country-region></st1:place> will agree to the complete
unfreezing of the accounts, or whether a partial unfreezing will satisfy the
DPRK- probably not, because the effect on the DPRK&#8217;s access to the
international financial system, rather than the amount itself,<span
style=3D'mso-spacerun:yes'>&nbsp; </span>has been the issue.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Moreover, there are doubts whether
either action would lead to a resumption of dealings between banks and the
DPRK, especially as <st1:place w:st=3D"on"><st1:country-region w:st=3D"on">=
America</st1:country-region></st1:place>
has said that other banks may be investigated. As with the invasion of <st1=
:place
w:st=3D"on"><st1:country-region w:st=3D"on">Iraq</st1:country-region></st1:=
place>,
it is easier to embark on a policy than to stop it, even for a superpower. =
If
the sanctions effectively remain in place it is difficult to see the DPRK b=
eing
willing to implement its side of the bargain.<o:p></o:p></span></p>

<p class=3DMsoNormal><span style=3D'mso-ansi-language:EN-GB'>However, the b=
iggest
stumbling block<span style=3D'mso-spacerun:yes'>&nbsp; </span>is the alleged
uranium programme.<span style=3D'mso-spacerun:yes'>&nbsp; </span>It was thi=
s, it
is claimed, that led the <st1:place w:st=3D"on"><st1:country-region w:st=3D=
"on">US</st1:country-region></st1:place>
to abandon the Agreed Framework in 2002.<span style=3D'mso-spacerun:yes'>&n=
bsp;
</span>The DPRK has consistently denied having a programme but has agreed to
join a working party that reportedly will investigate the issue.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Much may depend on the definition =
of
&#8216;programme&#8217;.<span style=3D'mso-spacerun:yes'>&nbsp; </span>It is
widely asserted that <st1:country-region w:st=3D"on">North Korea</st1:count=
ry-region>,
(like <st1:place w:st=3D"on"><st1:country-region w:st=3D"on">South Korea</s=
t1:country-region></st1:place>),
has worked on uranium enrichment, perhaps for the civilian reactors promised
under the Agreed Framework. The best guess is that the DPRK has centrifuges
(from <st1:place w:st=3D"on"><st1:country-region w:st=3D"on">Pakistan</st1:=
country-region></st1:place>)
but not a meaningful programme for producing weapons-grade uranium.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Interestingly, Christopher Hill, t=
he <st1:place
w:st=3D"on"><st1:country-region w:st=3D"on">US</st1:country-region></st1:pl=
ace>
negotiator, and other officials seem to be preparing the ground for a defus=
ing
of the issue. However, whether the issue can be resolved so easily is quite
another matter.<span style=3D'mso-spacerun:yes'>&nbsp; </span>If the DPRK h=
as a
programme, it will be difficult to admit its existence after denying it.<sp=
an
style=3D'mso-spacerun:yes'>&nbsp; </span>On the other hand, if, as likely, =
it
does not have a programme, then it will be impossible to prove its
non-existence, certainly to the satisfaction of American hardliners.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Again, it may well be impossible t=
o put
the genie back into the bottle even if <st1:place w:st=3D"on"><st1:State w:=
st=3D"on">Washington</st1:State></st1:place>
so desires.<o:p></o:p></span></p>

<p class=3DMsoNormal><span style=3D'mso-ansi-language:EN-GB'>Does <st1:plac=
e w:st=3D"on"><st1:State
 w:st=3D"on">Washington</st1:State></st1:place> so desire?<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The problem is that &#8216;<st1:pl=
ace
w:st=3D"on"><st1:State w:st=3D"on">Washington</st1:State></st1:place>&#8217=
;, in
the sense of a coherent, disciplined, purposeful government scarcely
exists.<span style=3D'mso-spacerun:yes'>&nbsp; </span>What we have is a vol=
atile,
shifting alliance of political forces without firm, strategic leadership.<s=
pan
style=3D'mso-spacerun:yes'>&nbsp; </span>What seems to have happened is that
Condoleezza Rice was able, in the aftermath of the departure of Rumsfeld an=
d <st1:place
w:st=3D"on">Bolton</st1:place>, to isolate Cheney and bypass hardliners in =
the
government to empower Hill to strike a deal.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Whether she will have continued au=
thority
to implement the deal is another matter. One indication of the difficulty s=
he
faces is that just at the time Hill was trying to convince the North Koreans
that the US was sincere in returning to negotiations, and that the BDA matt=
er
would be &#8216;resolved&#8217;, other parts of the bureaucracy, within the
State Department itself, were launching an attack on the operations of the =
UN
Development programme in the DPRK. <o:p></o:p></span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>Although the agreement was trumpete=
d by
President Bush as a great achievement of his policies, few informed observe=
rs,
right or left, American or foreign, see it that way. His administration had
torn up the Agreed Framework because it claimed the DPRK had a secret urani=
um
weapons programme. Neither the Joint Statement of 2005 nor the February agr=
eement
explicitly raise the issue and there are indications that the <st1:place w:=
st=3D"on"><st1:country-region
 w:st=3D"on">US</st1:country-region></st1:place> is trying to extricate its=
elf by
admitting &#8216;doubts&#8217; about the programme.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>It froze the Joint Statement with =
its
actions against the Banco Delta Asia, but has back-tracked<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>For years it had refused to =
have
bilateral negotiations with <st1:place w:st=3D"on"><st1:City w:st=3D"on">Py=
ongyang</st1:City></st1:place>,

Rice
may accept an invitation to go to <st1:place w:st=3D"on"><st1:City w:st=3D"=
on">Pyongyang</st1:City></st1:place>;
you can&#8217;t get much more bilateral than that.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>For a long time it insisted that t=
he
DPRK must have a &#8216;</span><span style=3D'mso-ansi-language:EN-GB'>comp=
lete,
verifiable, irreversible dismantlement&#8217; of its nuclear weapons before=
 the
<st1:place w:st=3D"on"><st1:country-region w:st=3D"on">US</st1:country-regi=
on></st1:place>
would reciprocate in any way.<span style=3D'mso-spacerun:yes'>&nbsp; </span=
>Both
the Joint Statement, and the agreement, centralise the North Korean princip=
le
of &#8216;action for action&#8217;, a sequence of mutual steps.<o:p></o:p><=
/span></p>

<p class=3DMsoNormal><span style=3D'mso-ansi-language:EN-GB'>Why the volte-=
face?
There has been considerable pressure from <st1:country-region w:st=3D"on">C=
hina</st1:country-region>,
<st1:country-region w:st=3D"on">South Korea</st1:country-region> and <st1:p=
lace
w:st=3D"on"><st1:country-region w:st=3D"on">Russia</st1:country-region></st=
1:place>.
The North Korean nuclear test in October exposed the Bush administration to=
 the
charge that by tearing up the Agreed Framework it had produced the outcome =
that
<st1:place w:st=3D"on"><st1:City w:st=3D"on">Clinton</st1:City></st1:place>
prevented during his tenure. Clearly the administration has its problems at
home (as the mid-term elections bluntly confirmed) and more pressing issues
abroad, especially in the arc stretching from the Mediterranean through <st=
1:country-region
w:st=3D"on">Iraq</st1:country-region> and <st1:country-region w:st=3D"on">I=
ran</st1:country-region>
to <st1:place w:st=3D"on"><st1:country-region w:st=3D"on">Pakistan</st1:cou=
ntry-region></st1:place>.
Globally it has the Islamic &#8216;global insurgency&#8217;, the rise of <s=
t1:country-region
w:st=3D"on">China</st1:country-region> and the reinvigoration of <st1:place
w:st=3D"on"><st1:country-region w:st=3D"on">Russia</st1:country-region></st=
1:place>.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Putting the Korean situation on the
backburner, gaining some quietness on the East Asian front to concentrate on
the Middle Eastern one,<span style=3D'mso-spacerun:yes'>&nbsp; </span>makes=
 sense
even if it comes with its costs to imperial pride. It has also meant rebuff=
ing
an isolated Abe Shinzo, although it is doubtful this rebuff will have more =
than
a temporary impact of the US-Japan relationship.<o:p></o:p></span></p>

<p class=3DMsoNormal><span style=3D'mso-ansi-language:EN-GB'>However, it is
unlikely that signing the agreement<span style=3D'mso-spacerun:yes'>&nbsp;
</span>&#8216;Initial Actions for the Implementation of the Joint
Statement&#8217;, and hence returning to the Joint Statement, represents a
change in <st1:place w:st=3D"on"><st1:country-region w:st=3D"on">US</st1:co=
untry-region></st1:place>
strategy.<span style=3D'mso-spacerun:yes'>&nbsp; </span>It is a tactic to g=
ain
time to address more important matters rather than a decision to transform =
the
relationship with the DPRK and to move from hostility to peaceful coexisten=
ce. <st1:place
w:st=3D"on"><st1:country-region w:st=3D"on">North Korea</st1:country-region=
></st1:place>,
for its part, is unlikely to dismantle its nuclear deterrent irreversibly u=
ntil
it is persuaded that transformation is happening. The rumoured proposed vis=
it
by Secretary Rice to <st1:place w:st=3D"on"><st1:City w:st=3D"on">Pyongyang=
</st1:City></st1:place>,
if it comes off, will help, as would the removing of the DPRK from the
terrorism list, but it is likely that concrete, and irreversible, measures =
will
be needed, and that probably means Light Water Reactors (LWRs). Last year t=
he <st1:place
w:st=3D"on"><st1:country-region w:st=3D"on">United States</st1:country-regi=
on></st1:place>
forced the winding up of the KEDO project to provide LWRs to the DPRK, clea=
rly
indicating that it considered the Agreed Framework, and the Joint Statement
with its promises of LWRs, dead. It is difficult to see that promise being
resurrected under the Bush administration.<o:p></o:p></span></p>

<p class=3DMsoNormal><span style=3D'mso-ansi-language:EN-GB'>Handling the n=
ew
situation will be enormously difficult for <st1:place w:st=3D"on"><st1:City
 w:st=3D"on">Pyongyang</st1:City></st1:place>. It desperately needs peace w=
ith
the <st1:place w:st=3D"on"><st1:country-region w:st=3D"on">United States</s=
t1:country-region></st1:place>
but has calculated that peace will not be produced by weakness.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>It has handled an immensely strong=
er
adversary, on the whole, with an adept balance of firmness and flexibility.=
 The
Bush administration, despite, or perhaps because of, <st1:place w:st=3D"on"=
><st1:country-region
 w:st=3D"on">America</st1:country-region></st1:place>&#8217;s far stronger
position, faces an even more difficult situation. Its adventurism in the <s=
t1:place
w:st=3D"on">Middle East</st1:place> has been mirrored in its dealings with =
the
DPRK and extricating itself may prove equally impossible. Negotiations may
provide temporary relief but it is unlikely that the <st1:place w:st=3D"on"=
><st1:country-region
 w:st=3D"on">US</st1:country-region></st1:place><span
style=3D'mso-spacerun:yes'>&nbsp; </span>will have the strength to conclude=
 them
and implement the Joint Statement.<o:p></o:p></span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>I. The Parties held serious and pro=
ductive
discussions on the actions each party will take in the initial phase for the
implementation of the Joint Statement of 19 September 2005. The Parties
reaffirmed their common goal and will to achieve early denuclearization of =
the <st1:place
w:st=3D"on"><st1:PlaceName w:st=3D"on">Korean</st1:PlaceName> <st1:PlaceTyp=
e w:st=3D"on">Peninsula</st1:PlaceType></st1:place>
in a peaceful manner and reiterated that they would earnestly fulfill their
commitments in the Joint Statement. The Parties agreed to take coordinated
steps to implement the Joint Statement in a phased manner in line with the
principle of &quot;action for action&quot;.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>II. The Parties agreed to take the
following actions in parallel in the initial phase:</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>1. The DPRK will shut down and seal=
 for the
purpose of eventual abandonment the Yongbyon nuclear facility, including th=
e reprocessing
facility and invite back IAEA personnel to conduct all necessary monitoring=
 and
verifications as agreed between IAEA and the DPRK.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>2. The DPRK will discuss with other=
 parties
a list of all its nuclear programs as described in the Joint Statement,
including plutonium extracted from used fuel rods, that would be abandoned
pursuant to the Joint Statement.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>3. The DPRK and the <st1:country-re=
gion
w:st=3D"on"><st1:place w:st=3D"on">US</st1:place></st1:country-region> will=
 start
bilateral talks aimed at resolving pending bilateral issues and moving towa=
rd
full diplomatic relations. The <st1:country-region w:st=3D"on"><st1:place w=
:st=3D"on">US</st1:place></st1:country-region>
will begin the process of removing the designation of the DPRK as a
state-sponsor of terrorism and advance the process of terminating the
application of the Trading with the Enemy Act with respect to the DPRK.</sp=
an></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>4. The DPRK and <st1:country-region=
 w:st=3D"on"><st1:place
 w:st=3D"on">Japan</st1:place></st1:country-region> will start bilateral ta=
lks
aimed at taking steps to normalize their relations in accordance with the
Pyongyang Declaration, on the basis of the settlement of unfortunate past a=
nd
the outstanding issues of concern.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>5. Recalling Section 1 and 3 of the=
 Joint
Statement of 19 September 2005, the Parties agreed to cooperate in economic,
energy and humanitarian assistance to the DPRK. In this regard, the Parties
agreed to the provision of emergency energy assistance to the DPRK in the
initial phase. The initial shipment of emergency energy assistance equivale=
nt
to 50,000 tons of heavy fuel oil (HFO) will commence within next 60 days.</=
span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>The Parties agreed that the above-m=
entioned
initial actions will be implemented within next 60 days and that they will =
take
coordinated steps toward this goal.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>III. The Parties agreed on the
establishment of the following Working Groups (WG) in order to carry out the
initial actions and for the purpose of full implementation of the Joint
Statement:</span></p>

specific
plans for the implementation of the Joint Statement in their respective are=

The WGs shall report to the Six-Party Heads of Delegation Meeting on the
progress of their work. In principle, progress in one WG shall not affect
progress in other WGs. Plans made by the five WGs will be implemented as a
whole in a coordinated manner.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>The Parties agreed that all WGs wil=
l meet
within next 30 days.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>IV. During the period of the Initial
Actions phase and the next phase - which includes provision by the DPRK of a
complete declaration of all nuclear programs and disablement of all existing
nuclear facilities, including graphite-moderated reactors and reprocessing
plant - economic, energy and humanitarian assistance up to the equivalent o=
f 1
million tons of heavy fuel oil (HFO), including the initial shipment equiva=
lent
to 50,000 tons of HFO, will be provided to the DPRK.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>The detailed modalities of the said
assistance will be determined through consultations and appropriate assessm=
ents
in the Working Group on Economic and Energy Cooperation.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>V. Once the initial actions are
implemented, the Six Parties will promptly hold a ministerial meeting to
confirm implementation of the Joint Statement and explore ways and means for
promoting security cooperation in <st1:place w:st=3D"on">Northeast Asia</st=
1:place>.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>VI. The Parties reaffirmed that the=
y will
take positive steps to increase mutual trust, and will make joint efforts f=
or
lasting peace and stability in <st1:place w:st=3D"on">Northeast Asia</st1:p=
lace>.
The directly related parties will negotiate a permanent peace regime on the=
 <st1:place
w:st=3D"on"><st1:PlaceName w:st=3D"on">Korean</st1:PlaceName> <st1:PlaceTyp=

at an appropriate separate forum.</span></p>

inherited essentially from the Clinton Administration.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>For North Korea, this represents a =
small
step, I would say, not a big step, in that it essentially reiterates the
position that it had agreed to and which it had complied with in the &#8216=
;94
agreement reached by the Clinton Administration that froze the Yongybon
reactor. But it does so for a country that has now conducted a nuclear test=
. It
has ten bombs worth of plutonium and it may or may not have a second
alternative: a highly enriched uranium route for producing materials for
nuclear bombs.<span style=3D'mso-spacerun:yes'>&nbsp; </span>..//..</span><=
/p>

<p class=3DMsoNormal><span lang=3DEN-NZ>Q: Under the agreement, <st1:countr=
y-region
w:st=3D"on">North Korea</st1:country-region> will eventually be required to=
 list
all aspects of its nuclear program, an exercise that could test the Bush
Administration&#8217;s assertions that <st1:country-region w:st=3D"on"><st1=
:place
 w:st=3D"on">North Korea</st1:place></st1:country-region> had been developi=
ng a
uranium nuclear device, an assertion which prompted the Bush Administration=
 to
back away from the Agreed Framework on November 2002. This agreement, shoul=
d it
actually produce this list by <st1:place w:st=3D"on"><st1:country-region w:=
st=3D"on">North
  Korea</st1:country-region></st1:place>, could test that Bush Administrati=
on
assertion on a North Korean uranium bomb program. Is it likely, in your vie=
w,
that the administration will be validated or that it could suffer another
embarrassing illustration of miscalculating on major non-proliferation and
intelligence matter?</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>GA: Information about <st1:place w:=
st=3D"on"><st1:country-region
 w:st=3D"on">North Korea</st1:country-region></st1:place>&#8217;s
uranium-enrichment program that could also produce materials for bombs is
uncertain because the facility, if it exists, has not been discovered. The
basis for believing that there is such a facility comes from what is know a=
bout
what A.Q. Kahn, the Pakistani nuclear bomb-maker, sold to the North Koreans=
. On
the basis of that information, it&#8217;s a reasonable inference that <st1:=
place
w:st=3D"on"><st1:country-region w:st=3D"on">North Korea</st1:country-region=
></st1:place>
has been working on an enriched uranium facility, but where the facility is=
 and
the current status of the facility remains uncertain. In 2002, the Senate g=
ot
from the CIA an assessment that by the middle of 2005, such a facility migh=
t be
up and running. So it&#8217;s conceivable that there&#8217;s such a facility
running today, but unknown.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>In the current agreement, as descri=
bed, <st1:place
w:st=3D"on"><st1:country-region w:st=3D"on">North Korea</st1:country-region=
></st1:place>
is committed to providing a list of all of its nuclear facilities and
materials, but whether and when it will do so remains uncertain. And if it =
were
to provide an inadequate account of this enriched uranium facility,
that&#8217;s one of the hundred ways in which between where we now stand and
the goal line&#8212;which the Bush Administration announced of complete
verifiable, irreversible dismantlement, CVID&#8212;could again go off the r=
ail.</span></p>

second Bush administration. That is obvious to everyone. One of the few mer=

 Korea</st1:place></st1:country-region>
nuclear deal is that we can get a clearer view of what exactly the problem =
is
--or should I say, what the problems are?</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>First problem: The deal demonstrate=
s a
lethal failure of strategic vision.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>The Bush administration entered off=
ice
determined to take a tougher line on <st1:country-region w:st=3D"on"><st1:p=
lace
 w:st=3D"on">North Korea</st1:place></st1:country-region> than Bill Clinton=
. In
February, 2002, George Bush warned in his &quot;axis of evil&quot; speech t=
hat <st1:country-region
w:st=3D"on"><st1:place w:st=3D"on">North Korea</st1:place></st1:country-reg=
ion> was
arming to threaten world peace. In October 2002, his administration confron=
ted
the North Koreans with proof that they had cheated on their 1994 deal with =
the <st1:country-region
w:st=3D"on"><st1:place w:st=3D"on">United States</st1:place></st1:country-r=
egion>,
secretly starting a whole new nuclear program.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>All excellent moves --if you have a=
 plan to
follow through. But it turns out: there was no plan.</span></p>

Now, five years after &quot;axis of evil,&quot; the Bush administration fin=
ds
itself signing almost exactly the same deal that the <st1:City w:st=3D"on">=
<st1:place
 w:st=3D"on">Clinton</st1:place></st1:City> administration bequeathed it, w=
ith no
more safeguards against cheating than before. The only difference is that <=
st1:country-region
w:st=3D"on"><st1:place w:st=3D"on">North Korea</st1:place></st1:country-reg=
ion> has
become a declared nuclear power in the interim. And it will remain a declar=
ed
nuclear power: Last week's deal does not call on <st1:country-region w:st=
=3D"on"><st1:place
 w:st=3D"on">North Korea</st1:place></st1:country-region> to surrender its
existing weapons.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>All this raises the question: What =
was the
point of confronting <st1:country-region w:st=3D"on"><st1:place w:st=3D"on"=

participants of the six party talks holds, it will be an important mileston=
e in
efforts to denuclearize <st1:place w:st=3D"on"><st1:country-region w:st=3D"=

  Korea</st1:country-region></st1:place>. But in and of itself, the deal is=
 a
nuclear freeze on <st1:country-region w:st=3D"on"><st1:place w:st=3D"on">No=
rth
  Korea</st1:place></st1:country-region>&#8217;s program. It contains only =
the
promise, unspecified in time and scope, with no guarantee that the next step
will ever be taken. This is neither surprising nor unwelcome. Given the tot=
al
lack of trust between the <st1:country-region w:st=3D"on">United States</st=
1:country-region>
and <st1:country-region w:st=3D"on"><st1:place w:st=3D"on">North Korea</st1=
:place></st1:country-region>,
the two sides have to gain some basic momentum before moving forward. We ha=
ve
to crawl before we can walk. <st1:country-region w:st=3D"on">U.S.</st1:coun=
try-region>
government spokesmen will claim in every way possible that this deal is
entirely different from the one struck by the <st1:City w:st=3D"on"><st1:pl=
ace
 w:st=3D"on">Clinton</st1:place></st1:City> administration in 1994, but the=
 facts
speak for themselves &#8211; a freeze is a freeze is a freeze. ..//..</span=

gratifying) political points over the about-face taken by the Bush
administration will be strong. But for the sake of stability in <st1:City

st1:country-region>&#8217;s
reputation in the region, and in the interest of seeing if nuclear rollback=
 in <st1:country-region

possible, every effort should be made to support the agreement. If it fails,
let it be because <st1:country-region w:st=3D"on">North Korea</st1:country-=

did not live up to its part of the bargain, not because <st1:country-region

 did

sign [the agreement]? The New York Times said that the agreement &quot;mark=

major change of course for the Bush administration&quot; and clearly <st1:p=

w:st=3D"on">Bolton</st1:place> agrees. So do most other commentators. It ha=
s been
pointed out that the agreement is quite close to that reached by the <st1:C=
ity
w:st=3D"on"><st1:place w:st=3D"on">Clinton</st1:place></st1:City> administr=
ation
and denounced by the Bush regime. Most commentators also agree that this
agreement could probably have been reached five years ago, at a moment when=
 <st1:country-region

ion> had
not yet tested nuclear weapons, had the Bush regime been willing.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>So, what has changed? The reality of
declining options seems to have hit decision-makers in <st1:State w:st=3D"o=
n"><st1:place
 w:st=3D"on">Washington</st1:place></st1:State>. The fact is that <st1:coun=
try-region
w:st=3D"on"><st1:place w:st=3D"on">North Korea</st1:place></st1:country-reg=
ion> now
has some weapons and it is doubtful they will give them up. The fact is tha=
t the
<st1:country-region w:st=3D"on">United States</st1:country-region> is bogge=
d down
in <st1:country-region w:st=3D"on">Iraq</st1:country-region> and is concent=
rating
its other immediate political energies on <st1:country-region w:st=3D"on"><=

Republicans lost the last election, largely over foreign policy issues. The
fact is that its allies become less amenable to <st1:country-region w:st=3D=

goes by. From a <st1:country-region w:st=3D"on"><st1:place w:st=3D"on">Unit=

of government policy review that had derailed past efforts to negotiate an
agreement, several senior administration officials said this week.</span></=

<p class=3DMsoNormal><span lang=3DEN-NZ>After a meeting in Berlin in mid-Ja=
nuary
with her top negotiator on North Korea, Christopher R. Hill, who had just h=
eld
lengthy sessions with his North Korean counterparts, Ms. Rice called back to
Washington to describe the outlines of the deal to Stephen J. Hadley, the
national security adviser, and then to President Bush.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>But to some, it seemed the usual pr=
ocedures
were cut short &#8212; vetting the details though an interagency process th=
at
ordinarily would have brought in Vice President Dick Cheney&#8217;s office,=

Defense Department and aides at the White House and other agencies who had
previously objected to rewarding <st1:country-region w:st=3D"on"><st1:place

Hill&#8217;s work was built upon previous negotiations at the talks that had
been widely vetted across the administration.</span></p>

the agreement from the right, starting with John R. Bolton, the former
ambassador to the United Nations who takes a tough stance on <st1:place w:s=

accusations, or know about the situation in <st1:country-region w:st=3D"on"=

<p class=3DMsoNormal><span lang=3DEN-NZ>They would be surprised to learn th=
at the
situation in that Far Eastern country has not changed since the beginning of
the crisis. <st1:City w:st=3D"on"><st1:place w:st=3D"on">Pyongyang</st1:pla=
ce></st1:City>
has again agreed to shut down its nuclear reactor at Yongbyon in return for
international aid, and to grant IAEA inspectors access to it. </span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>In other words, <st1:country-region=
 w:st=3D"on">North
 Korea</st1:country-region> has resumed the obligations it honored before t=
he
Bush administration, which had not had the benefit of the Iraqi experience =
at
the time, opted for a new policy towards <st1:country-region w:st=3D"on"><s=
t1:place
 w:st=3D"on">North Korea</st1:place></st1:country-region> aimed at changing=
 the

<p class=3DMsoNormal><span lang=3DEN-NZ>The Bush administration has struck =
a deal
to get <st1:place w:st=3D"on"><st1:country-region w:st=3D"on">North Korea</=
st1:country-region></st1:place>
to suspend making plutonium for more nuclear weapons. It can get farther do=
wn
the road to denuclearization if it continues to engage in direct diplomatic
give-and-take and reconcile with the North.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>But not if the hard-liners in <st1:=
place
w:st=3D"on"><st1:State w:st=3D"on">Washington</st1:State></st1:place> have =
their
way. They insist <st1:place w:st=3D"on"><st1:City w:st=3D"on">Pyongyang</st=
1:City></st1:place>
will never live up to its pledge, made in the September 2005 round of six-p=
arty
talks, to abandon &quot;all nuclear weapons and existing nuclear
programs.&quot; Their belief is faith-based. How can they be so sure?..//..=
</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>Hard-liners began crowing that they=
 finally
had <st1:place w:st=3D"on"><st1:City w:st=3D"on">Pyongyang</st1:City></st1:=
place>
where they wanted it, but when President Bush took office, the North had
stopped testing longer-range missiles, had one or two bombs' worth of
plutonium, and was verifiably not making more. After six years of fanaticis=
m on
both sides, it had seven to nine bombs' worth, had resumed testing missiles,
and had little reason to restrain itself from nuclear testing or, worse,
generating more plutonium. Is that where the hard-liners wanted <st1:place
w:st=3D"on"><st1:country-region w:st=3D"on">North Korea</st1:country-region=
></st1:place>
to be?</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>Bush did not. At last, he was ready=
 to
negotiate in earnest. It will be much harder now to convince <st1:country-r=
egion
w:st=3D"on">North Korea</st1:country-region> that the <st1:place w:st=3D"on=
"><st1:country-region
 w:st=3D"on">U.S.</st1:country-region></st1:place> is ready to end enmity. =
They
will not settle for words; they will insist on concrete actions. They are
prepared to reciprocate if and when <st1:place w:st=3D"on"><st1:State w:st=
=3D"on">Washington</st1:State></st1:place>
cooperates. Only time and perseverance will tell if they are willing to giv=
e up
their nuclear weapons.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>It is with a sense of gratitude and=
 sadness
that on my return from the DPRK I learnt of Woof's death. </span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>A major influential thinker and tea=
cher in
the field of economics we, in the NZ DPRK Society are indebted to Woof for =
his
inspiration and leadership when in the early 1970's, he <span
style=3D'mso-spacerun:yes'>&nbsp;</span>saw the importance of establishing a
DPRK-NZ relationship. Thanks to his enthusiasm I had the confidence to join
with him in co-founding the NZ DPRK Society and shortly afterwards had the
pleasure of travelling with him to be the first NZrs to make personal conta=
ct
with the DPRK since the <st1:country-region w:st=3D"on"><st1:place w:st=3D"=
on">US</st1:place></st1:country-region>
- Korean War.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>Growing out of his previous German
experience, Woof began a study of the two Korean economic systems which, du=
ring
the 1970s, he shared with colleagues both in the DPRK and NZ. Arising from
these studies he was convinced of the uniqueness of the Korean situation and
the wisdom of the DPRK approach to peaceful reunification. </span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>A man of great compassion and humil=
ity Woof
has been first and foremost a close and much loved friend to so many of us,
including myself. What contribution I have been able to make to achieve
international peace with justice, not least in <st1:country-region w:st=3D"=
on">Korea</st1:country-region>
and <st1:country-region w:st=3D"on"><st1:place w:st=3D"on">New Zealand</st1=
:place></st1:country-region>,
has been inspired by the presence and personal affection so freely given by
Woof. As we share our support with Woof's wife Ann and family I conclude wi=

the same ending Woof would conclude his letters of encouragement and

w:st=3D"on"><st1:place w:st=3D"on">Korea</st1:place></st1:country-region>
Friendship Farm</span></h1>

<p class=3DMsoNormal><span lang=3DEN-NZ>In early 2004, the Haksan Cooperati=
ve Farm
was designated as the NZ-DPRK Friendship Farm in order to celebrate three y=
ears
of diplomatic relations between NZ and DPRK.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The farm is about 20km from the <s=
t1:PlaceName
w:st=3D"on">Capital</st1:PlaceName> <st1:PlaceType w:st=3D"on">City</st1:Pl=
aceType>
of the DPRK, <st1:place w:st=3D"on"><st1:City w:st=3D"on">Pyongyang</st1:Ci=
ty></st1:place>.
</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>In 2005 a delegation from the NZ-DP=
RK
Friendship Society, which included an agriculturalist, visited the Friendsh=
ip
Farm. The objective of the visit was to build understanding on a person to
person level, as well as to provide some humanitarian assistance. This will=
 not
only benefit the 860 families working on the cooperative but will also
contribute to an increase in food production for the country as a whole.</s=
pan></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>After discussions with the Farm man=
agement,
the <st1:place w:st=3D"on"><st1:country-region w:st=3D"on">New Zealand</st1=
:country-region></st1:place>
members of the Society undertook to find funds for a number of projects whi=
ch
would help the farm. </span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>During 2005/2006 funds were raised =
to
purchase suitable text books in Korean on agricultural subjects for the use=
 of
the Friendship Farm Management Team. Fund raising was also undertaken to bu=
y a
tractor.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>A handing over ceremony for the tra=
ctor and
was held at the Friendship Farm on 1<sup>st</sup> October 2006. The Chairma=
n of
the NZ-DPRK Society, the Rev. Don Borrie, sent a message which was read to =
the
Farm management, guests from <st1:place w:st=3D"on"><st1:country-region w:s=
t=3D"on">New
  Zealand</st1:country-region></st1:place> and members of the Korea-New Zea=
land
Friendship Society of the DPRK who were present.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>The manager of the Haksan Farm rece=
ived the
tractor and expressed his gratitude.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>He commented that the tractor was eagerly anticipated by the members=
 of
the cooperative farm and would be put to immediate use in vegetable product=
ion.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>The visitors enjoyed a brief walk a=
round
the farm village and observed the harvest activities and were shown the
facilities in the village.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>The tractor is a 28hp diesel Naenar=
a,
manufactured in the DPRK, complete with cab for protection of the operator
during cold winter weather and a 3 furrow plough.</span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>Since the tractor was donated, anot=
her
project has been fulfilled. An improved water supply for the piggery has be=
en
provided. This is essential for the hygiene and welfare of the pigs. An
emergency grant of $NZ1000 was given for fertiliser for this year. We owe a
special thanks to the Global Mission Office of the Presbyterian Church of
Aotearoa New <st1:place w:st=3D"on">Zealand</st1:place> for their assistanc=
e. </span></p>

<p class=3DMsoNormal><span lang=3DEN-NZ>The next project is to purchase a t=
ruck to
enable produce to be taken from the farm from <st1:place w:st=3D"on"><st1:C=
ity
 w:st=3D"on">Pyongyang</st1:City></st1:place>, among other uses. This will =
cost
around $NZ10,000. We hope also to provide plastic sheeting for seedlings for
which we are budgeting $NZ1,200. These projects are all relatively inexpens=
ive
but very significant steps towards increased food production on the farm. T=
hey
also build up personal friendships and allow for increasing understanding
between <st1:place w:st=3D"on"><st1:country-region w:st=3D"on">New Zealand<=
/st1:country-region></st1:place>
and the DPRK. The projects are practical expressions of humanitarian assist=
ance
based on <st1:place w:st=3D"on"><st1:country-region w:st=3D"on">New Zealand=
</st1:country-region></st1:place>
expertise in agricultural areas.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp;&nbsp;&nbsp; </span></span></p>
